My immediately preceding telegram.

I do not want to hold up the decision but would be glad

to learn whether you agree that in placing restriction on any

movements of British shipping the Japanese are causing breach of

either of the following Anglo Chinese treaties Nanking 1842

Article 2 or Tientsin 1858 Articles 2 and 54 and of the Anglo

Japanese Commercial Treaty 1911 Article 6 in case South

Kuangtung is to be regarded as Japanese by conquest.
